Xpat Pinoy | MANILA, July 24, 2025 — Government workers and pensioners affected by recent extreme weather in parts of Luzon can now access financial assistance, as the Government Service Insurance System (GSIS) has officially opened its emergency loan program. This move comes in response to the impact of former Severe Tropical Storm Crising (international name Wipha) and the intensified southwest monsoon, or habagat. The loan facility is currently available to qualified individuals in Cavite, Quezon City, Umingan (Pangasinan), and Calumpit (Bulacan), with more locations expected to be added soon.
What’s New?
GSIS Officer-in-Charge Juliet Bautista confirmed on Thursday that the emergency loan window is now live for members and pensioners residing in the four disaster-hit areas. For Umingan and Calumpit, the application period runs until August 23, while those in Cavite and Quezon City have until October 23 to apply. The loan offers up to ₱40,000 for members with existing emergency loans and ₱20,000 for first-time borrowers, with a 6% annual interest rate and no processing fees. The loan is repayable in 36 months.
Who’s Eligible?
To qualify, active GSIS members must meet the following criteria:
- Currently in active service
- Residing or working in a declared calamity zone
- Not on unpaid leave
- No pending administrative or legal cases
- At least six monthly premium contributions
- Maintain a minimum net take-home pay of ₱5,000
Meanwhile, old-age and disability pensioners can also apply, provided that their net monthly pension after loan deductions remains at 25% or higher of their gross pension.
Loan Access Made Easier
To simplify the process, GSIS urges users to apply through the GSIS Touch mobile app. For those not yet enrolled, other options include the GSIS Wireless Automated Processing System (GWAPS) kiosks, select government offices, and GSIS branches. Over-the-counter applications are also available.
As more local governments finalize their official declarations of a state of calamity, GSIS anticipates expanding the loan coverage to additional cities and municipalities in the days ahead.
